Brazilian court lifts nationwide Telegram ban put in place over data demand
A federal appeals court in Brazil on Saturday lifted the country-wide ban that had been put in place against Telegram earlier this week. Per Reuters, judge Flávio Lucas ruled a complete suspension of the messaging app was “not reasonable” given that thousands of people in Brazil who rely on the platform for their communication needs. At the same time, he upheld the daily $200,000 fine on Telegram for failing to provide local authorities with the data they requested.
The original ban came on Wednesday after a federal court instructed Apple and Google to temporarily remove the service from their domestic app stores. Brazilian authorities sought the suspension after Telegram failed to hand over a full set of data on a pair of neo-Nazi groups on the app accused of inciting violence against schools.
According to The New York Times, a teenager accused of committing two school shootings in November, which left three dead and 13 people injured, was involved with the two groups. Authorities say they saw Nazi content, violent videos and bomb-making instructions shared in those group chats. When it didn’t comply with the initial court order, Telegram reportedly said the two groups had been deleted and that it couldn’t recover the requested information. Telegram did not immediately respond to Engadget’s comment request.
This isn’t the first time Telegram has been briefly banned in Brazil. In 2022, the country’s highest court suspended the app for failing to freeze accounts accused of spreading disinformation ahead of the country’s recent presidential election. Similarly, that ban was lifted just days later.

ChatGPT is once again available in Italy after a temporary ban
OpenAI says ChatGPT is once again available in Italy after it addressed a series of conditions set out by regulators. The Garante data protection authority wanted OpenAI to resolve several issues by the end of this month in order to lift a temporary ban on the chatbot.
“ChatGPT is available again to our users in Italy,” OpenAI told the Associated Press in a statement. “We are excited to welcome them back, and we remain dedicated to protecting their privacy.”

Italian regulators blocked ChatGPT in March over concerns that the AI’s training methods and chatbot violated the European Union’s General Data Protection Regulation (GDPR). Officials ordered OpenAI to stop processing the personal information of users in the country while they looked into a potential data breach.
Earlier this month, the Garante told OpenAI to make sure there was a privacy disclosure on the website that details how data is collected and used to train ChatGPT’s algorithms. The watchdog also directed the company to offer a form through which EU users could object to having their data used for training purposes and to add an age verification system.
OpenAI added privacy controls to ChatGPT this week. Among other things, the settings allow users to switch off their chat histories, which stops OpenAI from using that data for training purposes. According to TechCrunch, users in Italy are now seeing a pop-up that asks them to confirm they are aged at least 18 or, if they’re between 13 and 17, that they have a parent’s or guardian’s consent to use ChatGPT.
Italy’s data protection authority said in a statement that it “welcomes the measures OpenAI implemented,” though it urged the company to follow through on other demands that the Garante has made. “This applies in particular to implementing an age verification system and planning and conducting an information campaign to inform Italians of what happened as well as of their right to opt-out from the processing of their personal data for training algorithms.”
The watchdog added that it hopes OpenAI will keep up efforts to comply with the GDPR and suggested it will be keeping an eye on ChatGPT. “The Italian [supervisory authority] will carry on its fact-finding activities regarding OpenAI also under the umbrella of the ad-hoc task force that was set up by the European Data Protection Board,” the statement concluded.

OpenAI said it had “addressed or clarified” the issues raised by the Italian Data Protection Authority (or GPDP) in late March. Imgur To Ban Nudity Or Sexually Explicit Content Next Month
– the gratuitous or explicit display of breasts, butts, and sexual organs intended to stimulate erotic feelings
– full or partial nudity
– any depiction of sexual activity, explicit or implied (drawings, print, animated, human, or otherwise)
– any image taken of or from someone without their knowledge or consent for the purpose of sexualization
– solicitation (the uninvited act of directly requesting sexual content from another person, or selling/offering explicit content and/or adult services)
Content that might be taken down may includes: see-thru clothing, exposed or clearly defined genitalia, some images of female nipples/areolas, spread eagle poses, butts in thongs or partially exposed buttocks, close-ups, upskirts, strip teases, cam shows, sexual fluids, private photos from a social media page, or linking to sexually explicit content. Sexually explicit comments that don’t include images may also be removed.
Artistic, scientific or educational nude images shared with educational context may be okay here. We don’t try to define art or judge the artistic merit of particular content. Instead, we focus on context and intent, as well as what might make content too explicit for the general community. Any content found to be sexualizing and exploiting minors will be removed and, if necessary, reported to the National Center for Missing & Exploited Children (NCMEC). This applies to photos, videos, animated imagery, descriptions and sexual jokes concerning children. The company is also prohibiting hate speech, abuse or harassment, content that condones illegal or violent activity, gore or shock content, spam or prohibited behavior, content that shares personal information, and posts in general that violate Imgur’s terms of service. Meanwhile, “provocative, inflammatory, unsettling, or suggestive content should be marked as Mature,” says Imgur.
