The beer-loving ex-trawlerman was devastated by the loss of his baby son, 10-week-old Bernard, to cot death in 1994.
This was compounded by the death of his brother George, 28, due to a drug overdose three years later.
However, his winnings did allow him to try and put all that behind him.
After bagging the lucky ticket he packed in his job as an oil refinery worker and pledged to donate heavily to a cot death charity and the baby care unit at his local hospital in Grimsby, Lincolnshire.
His youngest child, Lizzie, spent three months on the ward after being born weighing just two pounds.
At the time, Bernie said: “I’ve had my fair share of bad luck in the past – but now I want to think about the future.
“I’m not going to spend, spend, spend. But I’ll be doing a fair bit of drinking.
“I sup lager and there has been talk of a bender of two.”
He added that he’d enjoy a drink with best mate Brian Hewson and would be “looking after him as well”.
Despite the mega prize, Bernie didn’t predict a significant lifestyle change.
Even though he claimed never to have had a holiday in his life, a trip abroad wasn’t on the cards, and neither was a flashy car.
He joked: “I’ve got a driving licence but I don’t care much for driving – maybe we’ll hitchhike to Butlins.”
However, Bernie seemingly changed his mind in later years, as he announced plans to move his family to Queensland, Australia.
He used his lotto winnings and money made from investments in the limo business to relocate.
At the time, he explained: “What you realise is what is important and that is your family and your kids.
“My kids won’t have the upbringing I had and my mum, Primrose, will want for nothing.
“I am sure they have crime in Australia, but it is nothing like Grimsby.”

He won every Mr Olympia competition from 1984-1991, breaking Arnold Schwarzenegger‘s record of seven in a row.
A consummate professional, the former Mr Olympia harnessed his remarkable talent to a phenomenal work ethic – and would obsess about improving his previous performances.
He revealed: “When you’re on top, there is nowhere to go but down,” Haney said during an interview with the founder and CEO of Labrada Nutrition, Lee Labrada.
“The pressure of how do I stay here, what can I do differently to bring about a better package than the last time.”
Despite the former champion’s advice, it is worth mentioning that this is not a one-size-fits-all approach.

The documents, they said, started to get wider attention only when one of the teenage members of the group took a few dozen of them and posted them to a public online forum. From there they were picked up by Russian-language Telegram channels and then The Times, which first reported on them. The person who leaked, they said, was no whistle-blower, and the secret documents were never meant to leave their small corner of the internet. “This guy was a Christian, antiwar, just wanted to inform some of his friends about what’s going on,” said one of the person’s friends from the community, a 17-year-old recent high school graduate. “We have some people in our group who are in Ukraine. We like fighting games; we like war games.”

Kara’s top tip is to set your watch to the time zone you’re going to be landing in as soon as you board the plane, Marie Claire reported.
From then on you just eat and sleep at what would be the appropriate times for your destination.
She revealed the hack in her blog The Flight Attendant Life in 2018.
Kara advised: “Do not go to sleep at 1pm. Wait to fall asleep at a regular time. Your body will quickly readjust.”
She also added: “If the snack and meal service is not served on your eating schedule, go ahead and pass on the food.”
Instead, it’s best to “pack your own healthy granola bars, trail mix, dried fruit etc.”

TWO shocking optical illusions have been said to reveal secret personality traits from those who view them.
The mind-boggling images were revealed on social media, and both give insight into a person’s confidence and social tendencies.

TikToker ItsMeFuzz (@itsme.fuzz) explained the meanings behind both illusions after quickly showing them in a video.
The influencer’s account typically revolves around fun facts, brainteasers, and quizzes that share surprising illusions.
At the beginning of the clip, an image flashed of what viewers typically identify as a tiger or a forest of trees, according to ItsMeFuzz.
Those who see the tiger before the forest, or vice versa, have vastly different traits regarding how they present themselves and operate in life.
For example, viewers who see the tiger first are typically strong-minded, per the TikToker.
“If you saw the tiger first, this means that you have a strong mind and you never doubt your own decisions,” he said.
For users that noticed the forest immediately, their truth is mostly the opposite.
“If you saw the trees first, you’re probably a very laid-back person,” the influencer continued.
They “tend to do things in silence,” according to the optical illusion guru.
The second image then quickly appeared in the video.
The influencer said some viewers might initially see a woman in a gown playing the saxophone.
This reflected extroverted tendencies for the person.
“If you saw the lady playing the saxophone, you tend to be very social and the center of the party” ItsMeFuzz explained.
“People tend to be drawn to you but it would do you good if you took a break every once in a while.”
The opposite was true if users saw a face in the optical illusion instead.
“If you saw the face first, this means you’re probably an introvert,” the TikToker noted.
Those who saw the face first are said to be more easily overwhelmed at social gatherings.
“Big noisy parties do not excite you and they tend to drain you pretty fast,” he added.
Many viewers responded with their experiences while seeing the images.
“The first picture I seen both simultaneously,” one person wrote.
“I see both at the same time almost every time. what does that say about me?” another asked.
Several people even witnessed entirely different things in comparison to what was “supposed” to be seen.
“I saw two people dancing,” a user claimed.
